What is the maximum speed limit that NY&A freights can travel on the LIRR mainlines? And is it dictated by the LIRR, MTA or
by the NY&A.

Speeds are listed in the LIRR Employee Timetable for freights and that includes LIRR/NYAR freights. It varies pending where you are. 40 is MAS with a consist and 45 with lite engines.
