Despite all the extra trains and confusion on Metro North RR, todays (12/22) "Daily Train Operations Bulletin Order" lists no stop signs, no speed restrictions and no special instructions. I think this may be the first time ever since the introduction of the "DTOBOs" that this has happened.

Yes, Metro North issues a daily bulletin order that lists all work areas and speed restrictions, along with any special instructions. Its a great thing to have.
