Just read an article about NJT had to get creative to meet the deadline - creative as in 'they haven't completed it yet.'

I rode on one example last Saturday from New York to Trenton - a push pull train with a cab car in front of the locomotive, which apparently was not PTC-equipped yet:

Apparently they are not letting people ride in this car (likely because it's unable to be opened in line with the other cars).

Things are dragging on the PTC front. Testing will get pushed back, which means less time to identify bugs and provide solutions.

“In September, Alstrom notified us the software exhibited anomalies, which didn’t allow complete certification for testing in revenue service,” Krull said.

That testing was scheduled to start in November and now will be pushed back to March 2020. Plans called for testing on the full Morristown line and Montclair-Boonton lines to start in November, and all other rail lines to follow with testing during the “rest of this year into next year,” Krull said.

“That’s a major shift in schedule,” he said. “The good news is it allowed us to catch it in a timely manner to come to a resolution.”

Interesting comparison among the various railroads. Worth noting that from these boards and comments on the Star-Ledger, you'd think NJT would be bottom of the barrel in terms of their progress but they are far from it.

I am a little confused on the PTC testing aspect though. On the one hand it says testing was pushed back from November '19 to May '20; OTOH it says that there is a 17-mile test track on the M&E and that the schedule for testing remains unchanged. What?

I am also not 100% sure of the terminology used, but I think the 17-mile track on the M&E is "demonstration" track, while "testing" refers to testing *all* components of the system from hardware to software on *all* lines. The "demonstration" track is probably used to prove that the hardware and software being installed are capable of doing the PTC thing, while testing needs to show that they are able to do the PTC thingy everywhere that PTC is required.

Low NJ Transit ridership from coronavirus means hitting safety system deadline should be easier

Of the 384 revenue service test runs that have to be made by June, 110 have been completed, said Nancy Snyder, an NJ Transit spokeswoman. Those test runs have to be concluded by June 1, Krull said.

“We must demonstrate that it works flawless and 384 (test runs) is the national standard,” said Kevin Corbett, NJ Transit CEO and President. “They (the FRA) needs 6 months to review the data.”

NJ Transit has increased running those test trains, since the coronavirus resulted in reduced service after ridership feel by 90% as most people worked from home and travel has been limited to essential personal.

That testing had been done at night, so a PTC failure wouldn’t affect rush hour service, but some of these test trains are running during day time, off-peak hours, due to service reductions, Corbett said

NJ Transit has expanded positive train control testing this week, cancelling dozens of trains in an effort to complete PTC installation by the end of the year — a deadline the Federal Railroad Administration says it is in danger of missing. NJ.com reports that 63 trains did not operate Monday and Wednesday on the commuter agency’s Northeast Corridor, North Jersey Coast and Raritan Valley lines, as PTC is tested with empty trains prior to the start of revenue service demonstration, the final step in the testing process. An NJ Transit spokeswoman told the news site that the unoccupied trains are being used for PTC testing because ridership remains at just 20% of normal levels. The FRA said in a quarterly update issued Tuesday that NJ Transit and New Mexico’s Rail Runner Express are at risk of missing the Dec. 31 deadline

NJT is now the only railroad at risk of missing the PTC deadline. Which branches (or portions of branches) still need PTC installed by the 31st?

What amazes me is that Amtrak had ACSES operational over the NEC by the end of 2018 and NJ Transit equipment still does not run under ACSES rules over Amtrak - just over their own lines. SEPTA began operating over Amtrak under ACSES rules within about six months of Amtrak having placed the system in service.
