That's the way it's supposed to be in most places. Was this a one-time lapse, or is MN not enforcing it? On various commuter lines I've seen a conductor stand on the platform looking at his watch before giving two to go.

keep in mind what some see as schedule padding is defined as leaving times. at final station that leaving time is padded so crew can make sure no one is left on train before it gets yarded, it really is not a valid leaving time for passenger use, but more an indication as to when Dispatcher needs this thing out of the way.

Remember that the infrastructure of the New Haven Line isn't in the best shape, especially many of the bridges. All but the Peck Draw will have to be replaced in the short term. This has also contributed to the increase in travel times for trains on the New Haven Line.
