This was the last unit of the QST30 order, expect the current oddball fleet 50, 51, 52, 60, 61, and 70 to be sold off to KLW. As of writing this 52 (and soon 51) will be ready to depart some time in the new year.

Are the old switchers to be rebuilt by KLW into "new build" switchers on existing frames?

No idea, that is up to KLW to decide their fate, not SEPTA. If you really want to know then I highly suggest getting in contact with someone who works for KLW.

Although that being said.... I would imagine that all motors would be re-powered to meet EPA tier 4 emissions standards and the installation of new KLW designed cabs and carbodies. That is what they specialize in after all.
