I believe these passes were for Transit Worker Unions - they allowed free travel on the railroad plus MetroCard usage in subways, buses, etc. I think they were issued as part of their contracts (e.g. free travel on the railroads). LIRR and MN had them. Not sure if they still use them but I imagine they'll be phased out with OMNY coming.

Some LIRR employees receive passes, Metrocards or EZPasses for other agencies. This depends on their union agreement or, for unrepresented employees, on the requirements of their jobs.

I'm sure some other agency employees receive LIRR passes too.

The Metrocard I received for my years with the agency is blank except for a serial number.

There are also passes issued to executives of other railroads, contractors with LIRR work, and some elected and State officials and FRA inspectors. Police and some other law enforcement also receive special form passes.
