What do you mean "torn apart"? I still expect the new SEPTA purchases to be in compliance with federal law - even if Federal enforcement is weak, the lawsuits would still happen.

You have a point.
Though it is SEPTA. They could go a year without doing anything wrong and still have lawsuits to deal with.

Okay, they apparently expect to see an increase in ridership once the new vehicles are in service, will this lead to an increase in revenue. If so, could S.E.P.T.A borrow some money, stretch their budget, and then pay back the loan with the added revenue generated?
