Exactly what I'm thinking as well. The dead weight that's led to the current state of affairs needs to go. Since wholesale termination isn't always practical, I'm content with simply putting them in a corner to collect dust until they go away on their own. It's a waste of money, but at least stuff will get done. Let the many good WMATA employees do their jobs effectively, and put people in charge who will make it happen.
