I don't think so. I'd thought that when I first saw it but when we scrapped it I looked it over pretty close and it didn't appear to have ever been a tender, although it had been altered many times over. It really wasn't very heavy for a tender frame so I assume it was purpose (maybe home-) built as a caboose. The only evidence of frame attachments were what I assume were for the body corner posts where appropriate. It only had one pair of the cast steps still attached and stirrups on the other end when scrapped and a light arch bar truck under one end, which means it was altered further after it was a caboose. I got the steps, journal boxes/wedges/brasses from the arch-bar truck (made in Buffalo by Gould), K brake assembly, and one Sharon coupler from the car from the scrapper.
