Saw this photo from the Sun-Sentinel site dated December 8th, 2010, with the caption:

Fort Lauderdale resident Jeff Collins caught this smoking freight train on the Florida East Coast Railway tracks next to Publix, along 601 S. Andrews, in Fort Laudredale. Collins took the photo around 11:45 am. "The train did not stop, kept moving very slow. The train engineer was constantly blowing the horn," said Collins.

Would that be the LORAM rail grinder making a pass?

It sure looks like it, but I didn't think that they'd need it with the condition that their rail is in.

I have said this before but the Florida East Coast is very fussy when it comes to track maintenance. Their track is probably second to nobody's except maybe the NEC of Amtrak.
When I rode the line last spring, it was super smooth.
