There really isn't much talent to choose from, unless you promote from within, for running a North American passenger railway. I don't know enough to say one way or another if it was a political pick, but the following quote from the article would tend to lean towards it not being a political pick

The notice inviting applications for the position of CEO is no longer available - at least from the sites where I saw it. Regarding qualifications there was no mention at all about any experience in transportation. The most important qualification was experience in management.
