Tonight I saw a Warminster-bound set of SLV's with a crew member on the ground, flagging thru Davisville Rd and York Rd crossings, possibly through Moreland Rd also. All automatic protection appeared to be working normally. Why would a flagger be needed? It's not the first time I've seen that scenario there.

Could be anything, really. It's possible it had been malfunctioning prior to that train's arrival so they flagged the crossings as an extra precaution.

The flagging has been going on for about 4 days.
Septa worked on the gates, then the traffic lights ( which formerly turn red ) now continue to function while the gates are down, just running through the cycle. They have been working on the gates every day at York Rd and Moreland Rd.
What is going on, Only SEPTA knows!

Years ago, flagging Old York Road (southward only) was a permanent special instruction due
to the high volume off accidents at that crossing.

Early last week, the gate for southbound York Road failed while in the raised position, most likely from the high winds, and contacted the catenary. The resulting back feed of 11KV through the gate damaged the crossing circuitry, including the interlock to the traffic signals which appears to still be offline. SEPTA C&S has been onsite pretty much daily to make repairs and monitor operation.

It wasn't high winds, a motorist drove into the gate post knocking it into the catenary, the repaired the gate and another motorist drove through the downed gate, since then as previously mentioned the lights are not turning red while the gates are down, judging by how many accidents that area has they are taking the safe route by having the trains stop and a flagger making sure it's clear to go (what ever happened to driving your vehicle and watching road conditions ahead?), now whether it's Septa that can't get the gate timing right or the township that needs to link their lights with the crossing remains to be seen.

It's back to normal today, always be wary of saying they were operating normally, they might appear to, but other stuff it's linked to might not be, such as was the case with these ones for the past few days
