Can you tell us a little more about it? Where is it located, what are the surroundings, what are the engravings located on the lid? Otherwise, it doesn't look railroad related. Of course, I'm not a railroader, but a railfan.

its next to the tracks, north of a passing siding and south of a defect detector - made by a company called Harmon - if its electrical its unusual

did a little more research, the manufacturer is Harmon Electronics, its an electronic case , either for the signals there or the detector about 3/4 mile north
but a mystery

What Railroad, and can you be more specific as to location ( such as CSX near Buffalo, NY, etc.). I am thinking it might be a PTC Transponder, but the photograph is too focused in to see the location relative to the track.

Its CSX The location is directly opposite the signal going into a passing siding the signal is on the right this box is on the left

It's a junction box for the signal at that location. CSX locks with the black hasps are signal. Plain silver hasp locks are switch.
