At about what date did DL&W start installing air horns on steam power ? How wide spread was it on smaller older power like Consols, 1100's, 1200's and moguls ?

Was there any pattern to what locos were equipped and why ?

Can relate that I observed the Ithaca local passing through Owego, NY in the late summer of 1949. I do believe that the locomotive was a consol and do know for sure that it was equipped with a air horn.
