As outlined in my proposal, the northern segment could be serviceable, which allows for the near northwest side to have transit service, and connections into the Blue, Green, and Pink lines. The next segment to be constructed would be the bridge over the river, connecting into the Orange line, and placing the infrastructure using the 49th St corridor. Two more phases follow for allowing more CTA transfers.

So, the answer is yes, the plan is divided into phases for serviceability.
