There is still more than enough room on 90% on the right away to restore the second track.
Especially between Newington and Hartford, there is definetly more than enough room. That used to be a 4-track (well, 2-2 track) railroad through there, with trains coming from New Britain/Waterbury and from New Haven.

That is true. The Springfield Line used to (still does?) carry the most freight of any line in Connecticut, with CSOR hauling between CSX at either end. Granted, that's like 1 train in each direction. And there's also a Guilford run tucked in there somewhere, but not every day. The space for added capacity is there - just gotta get some $$$ secured and put it back in (of course its not that easy, I know).
