CSX Work Crews at Maryland Ave in Wilmington

For the last week or so almost every day I have CSX crews working at the grade crossing at Maryland Ave in Wilmington. Looks like there is new conduit,but I don't see any other changes. Anyone know the particulars of what this work might be?
