I doubt it, you have to move lots of TOFC to be competitive with trucks anymore. They way I understand it, TOFC/COFC makes very slim profits for the railroads, but because there is so much, it helps cover a significant portion of capital costs. Others, such as coal, make the real money.

The Crab Orchard & Egyptian gave up on TOFC about 20 years ago. Deregulation of intermodal in 1981 took all the protections away and with Union Pacific subsequently opening a large intermodal hub at Dupo, business declined. The railroads handling CO&E's own flat cars failed to pay per diem charges and that contributed to making the service unprofitable.

The railroad is alive and well and had a one page update in the March issue of TRAINS.
