Spare parts?? Since rail cars and locos to a certain s necessity these purchase contract needs to lock in the availability. Contracts need to protect the spares coming on in 50 - 60 years. One way would be blue prints and tooling reverts to car buyer(s) whenever a builder closes operation in building any of those parts. That includes bankruptcy so those items are not scrapped for cash.

I think spare parts in this case refers to purchasing a stock of ready spare parts (including large components likely to be damaged at crossings) to be stored in Cleveland for immediate use so that when those parts are needed, they don't have to wait for them to be shipped from wherever. I understand that many contracts include requirements for parts availability for 20 or 30 years.

The new Seaman's cars will replace the Italian Breda Cars which started in 1985 (Which in replaced PCC Cars). Buffalo Subway cars also started in 1985-1986 using high low platform light rail cars. The Problem with the Breda Cars is that they were built in Sunny Italy and sucked in air from UNDER the cars and were never built for Cold Brutal Lake Effect Winters. Buffalo opted to rebuild there cars one at a time and Cleveland has rehabbed most of there cars interiors..Its the mechanics that need overhaul

RTA hoping to rebuild Blue, Green rails by 2028 as part of $686.6 million, 5-year capital improvement plan

CLEVELAND, Ohio – The Greater Cleveland Regional Transit Authority received approval last month to start buying new rail cars to overhaul its fleet. But that represents only about a sixth of the total $686.6 million officials say is needed over the next five years to bring the system into a “state of good repair,” including rebuilding the light rail tracks.

RTA has already begun rehabilitating its Blue and Green rapid transit lines, completing two of eight phases in the total $70 million project. But it wants to get more aggressive about replacing the 1980s-era tracks east of Shaker Square by 2028, so the lines can be ready for the new cars -- if and when funding becomes available.

RTA’s Board of Trustees recently agreed to spend $164 million to buy up to 24 rail cars for its heavy rail, the Red Line, but it will need to order another 36 cars in coming years to replace the light rail fleets. Those universal cars will be able to run on any line, but first RTA needs to reconstruct about 8.4 miles of rail track between the Shaker Square station and the eastern ends of the Blue and Green Lines to better accommodate them, Michael Schipper, deputy general manager of engineering and project management said.
