Last week, they blew up the two silos on the west bank of the river; that side was the former PRR docks while the NYC was on the east side. The coal conveyor in the arch bridge was built as they consolidated the facilities when Penn Central formed. That allowed them to use the coal loading while removing former PRR trackage and the east side for stone and iron ore.
Not really a poor decision.... the decline in demand for coal is the reason the pier idled in the first place. None of those things you mentioned would call for use of coal....
