SEPTA expanded service to Newark, DE
Has the third track south of Wilmington been completed, if it has, has anyone heard from SEPTA & DTC on when Regional Rail will be expanded to Newark, DE or will it wait until the new train station proposed there is completed.

Just for clarification, are you asking if/when SEPTA will increase service to Newark? Because SEPTA already serves Newark DE via Wilmington, albeit only during peak hours.
Any increased service would have to be funded by DART, so it's not really up to SEPTA.

MARC looks like it may be expanding train service as it inches closer to the Delaware border...possible new Elkton station by 2020...maybe...

Hmmm...$20M for Potomac Shores along the VRE with a new estimated opening time of early 2022...

Judging from the plan in the link furnished by JeffersonLeeEng, there's a lot of construction to provide access to the station itself, which is farther (railroad) north than the present one--i.e., no part of the present station can be used; that might account for some of it.
