PATH extension to the airport will never replace the monorail. PATH might be extended, but you'll stil have to have a transfer to the monorail or its successor, but if the topic of the discussion is a replacement for the monorail, PATH will never be it. The reason for that is very, very simple.

Any replacement of the monorail must have free inter-terminal transfer within the airport. That's what the monorail currently does.

How are you going to do this, using PATH trains? You can't. You have to have a tollbooth, somewhere. You can forget about a one seat ride between NYC and the airport on PATH. Sure, paying on the NY side is already taken care of. But the only option is a free entrance to PATH trains on the airport side. Sure, like that's ever going to happen.

What I'm saying is to eliminate the Airtrain totally:

For connections from the terminals to the other terminals and parking lots replace the Airtrain with a dedicated bus roadway with dedicated buses.

The PATH train would extend the the area near the Marriott, connections from the PATH to the terminals can be via overhead pedestrian walkways with moving sidewalks and or the dedicated busway. It's not that far of a walk.

Sounds like a job for a "sealed" light rail line from Newark Penn through the NJT Airport Station to the airport terminals, rather than a super-duper AirTrain. It'd certainly be cheaper and just about as fast, and would use *gasp* standard equipment! You could pretty easily use the bulk of the line past the airport station as an LRT extension to Elizabeth too, with regular "unsealed" trains.

Would doing so not preclude most if not all of the funding from the air passenger tax as a large percentage of the new facilities would not serve the airport exclusively?

It might. That said, the most expensive part of the project by far would be the reconstruction of EWR and the guideway to LRT standards, which should still be eligible for the air passenger facility surcharge. The Port Authority would still be a partner for the rest of the line, without the surcharge funds but with FTA and NJT chipping in.

As discussed over in the PATH forum, even the project as is, is not guaranteed to be fully covered by PFC's. FAA has to approve. The PA will need to cover the remaining balance. PFC'S are not a magical solution to the funding issue. This is why if the PA comes up with more efficient alternatives, they can prevent waste being passed onto its users. The PA can most certainly redirect funds to other projects such as overhauling the PABT with the saved money.

buses are the worst as it is, but now you want people to be going outside in the winter to go between terminals? please no.

LAX doesn't have the weather problems and I have avoided routings through if it's not adjacent terminals. it's simply not worth the trouble – especially if you have luggage – never mind the fact that you have to allocate an extra hour just to get from one gate to another.
