That is the MTA Infrastructure Division.

That's kind of an odd setup. Is it for firefighter training?

Might be for police training along with their "Emergency Service Units"(combo SWAT/RESCUE teams)
Also FDNY rescue training.
Might double as a TV/Movie set for stunts that the TA would not allow production companies to do on live tracks.
