when Amtrak runs to Corridor Clipper (track geometry car) on the NH line, do they record and give the information to MN?. I suppose the same could be asked now that they "own' the Hudson like from Pouhgkeepsie to Albany when they get the geometry car from NYP to their track

Yes. The CC made the rounds in Massachusetts earlier this year on an MBTA consist for all state-owned lines statewide: passenger and freight-only. Its main purpose is to provide the public track owner with such data since it's the only way necessary fixes can be made. In MA's case, MassDOT has no native rail dept. of its own and wholly owns the MBTA so the T frequently gets borrowed on a 1:1 cost reimbursement basis for engineering and support on unrelated out-of-district lines. MNRR's arrangement is probably a little different because of the constraints of the MTA/CDOT charter, but both partners will get the full data dump for the NHL.
