Likely some gamesmanship on CP's part but Vancouver has brought it on itself by the looks of things, especially since given certain objection by the monied classes along the route to re-use as transit they can't fold the cost of acquiring the track into a rapid transit project budget
CP start clearing out incursions onto the corridor (community gardens that the residents decided to maintain in the face of notification by CP by they were going to be cleared)
