MTA hiring freeze?

As of recently, is the MTA putting a freeze on employment because of a downturn in the local economy? Just wondering, as I am well aware the economy and the agency are acutely intertwined...

not sure which MTA but the one in NY has over 100 jobs on web site for LIRR/MN /etc.
If Conductors are in charge, why are they promoted to be Engineer???

I think it would be very difficult for a large system like the MTA, LIRR, MNCR or an NJ Transit to go into a full hiring freeze.
