Rail bridge over Shepardstown WV

I was in Shepardstown WV a few weeks ago. When was the rail bridge constructed and what Norfolk and Western line did it carry? (Photo courtesy K. Lambert)

North of the bridge on the Potomac are some remaining old stone bridge piers. Were these part of an earlier bridge or did these belong to a long forgotten rail company.
