Yeah, Main St. in Oceanport as well...I believe you have to go to court in Newark or something...
You can't just mail in your fine? What does the judge do?

The court appearances used to be at Fort Monmouth, I don't know if that has changed. The only "good" thing is that you do NOT get points since the violation was federal not NJ. We have gotten a little off topic but be careful if you choose to take pictures of the Earle operations (even from "public" araes) as well as the Southern Secondary near Hope Road or Pine Brook Road.
Getting back on-topic, the site http://military.railfan.net/roster/ has the following roster for NWS Earle:

Naval Weapons Station Earle, Colts Neck, NJ
80 ton 347, 383, VO1000 132, 367, 368, 622, SW900 636, SW1200 630,631

From my own observations, VO1000 # 622 is numbered USN 65-00622 and EARLE # 3; SW1200 630 is numbered USN 65-00630 and EARLE # 4.

The roster on that website is somewhat out of date. Locomotives currently assigned to Earle are as follows:

GE 80 tonner - 349 (out of service)
VO1000M - 367, 368, 622
SW1200 - 630,631, 636

As stated by NY&LB, all numbers are in the 65-00 series eg. 65-00367

Lastly, it would not be a good idea to attempt Earle Railroad photography of any kind at this point. I can only imagine such an attempt would not be well received to say the least. I have some shots I took during the last public excursions in 2000 but none are scanned right now.

I thought those locations looked familiar.

I rode Saturday's excursion and chased the first eastbound trip Sunday. I caught him at Hockhockson Road, Swimming River Road and the grade crossing remaining from the small satellite Brookdale campus which was located adjacent to the intersection of Sleepy Hollow and Stavola Roads. I almost got him an additional time after Swimming River Road but he was hauling a$$ at that point to meet an NJCL train at the next photo stop and I couldn't keep up. At least that stop enabled me to get ahead of him for my last shot.

I saw an engine move over highway 35 in Middletown at about 12:00. The engine was VO1000 number 2. Heading towards Colts Neck.

Is Earle considered an east-west operation, although it is north-south in real life?

It could have been SA31 because some of the GP40-2s and GP38-2s have a K5LA.
