Worth noting that SEPTA's AEM-7s and Sprinters have lower top speeds than Amtrak's and I believe it's because they are geared for better acceleration rather than top speed.

The Acela’s cannot cover a Regional schedule since they do not have traps for low level boarding. I mean the only low level NEC stations I can think of are Cornwells Heights, Newark, and Aberdeen which all have limited service. If you kept them to certain trains it shouldn't be a problem. What it suggests to me is that they plan on exercising the option on the Multilevel contract. 55 new cars is approximately 8 new train sets. With 7 sets existing 15 locomotives would make sense. I'm sorry to burst your bubble but this isn't going to happen. The K-cars are old and prone to breakdowns, too small, and most importantly not ADA compliant. They would need a full rebuild similar to the PCCs on the 15 and that doesn't solve issue #2.
