Her resume makes Anderson look highly qualified. No transportation background, much less any railroading. This defines a political pick.

There really isn't much talent to choose from, unless you promote from within, for running a North American passenger railway. Even the outgoing CEO really didn't have a transportation background being a lawyer, and he was a pick of the previous government. https://www.viarail.ca/en/about-via-rail/our-company/management-team/president-chief-executive-officer

I don't know enough to say one way or another if it was a political pick, but the following quote from the article would tend to lean towards it not being a political pick

According to Transport Canada, all of the picks for the Via Rail roles were made under the government’s new merit-based process for order-in-council appointments.

This begs the question "What does a good railroad CEO look like?". You don't just need operating genius, you need mad skills in politics and finance as well.

The notice inviting applications for the position of CEO is no longer available - at least from the sites where I saw it. Regarding qualifications there was no mention at all about any experience in transportation. The most important qualification was experience in management.
