BL/YL closure in Fri rush hour?? Until Sun

I understand weekend closures, Metro, and sometimes you have to devote three days to a project for which the best time is a holiday weekend. But seriously, today is miserable trying to commute home from DC.

Yellow/Blue lines: Buses replace trains between Braddock Rd and Pentagon City stations Nov. 9 - 12 for capital improvement project

Highlights

Buses replace trains between Braddock Rd and Pentagon City stations.
Reagan National Airport and Crystal City stations closed.

Blue/Yellow Extended Weekend Shutdown Nov2018 Map
Beginning Friday, November 9 and continuing through Monday, November 12 (Veterans Day observed), Metro will close two stations on the Blue and Yellow lines, National Airport and Crystal City, for a capital improvement project. The work, originally planned for Friday, November 2 through Monday, November 5, was rescheduled for Veterans Day weekend to reduce the number of commuting days impacted from two to one.

During the project, which was announced in February, Metro will upgrade several switches outside Reagan National Airport and install new concrete grout pads beneath the rails along the aerial structure at the airport station. Train movement is not possible on either track while the work is taking place. As a result, Reagan National Airport and Crystal City stations will be closed, and free shuttle buses will replace trains between Braddock Rd and Pentagon City stations during this time.

That's what gets me. Why couldn't they have struck a deal with MARC, VRE, Amtrak, and CSX to run a shuttle train between Alexandria/King Street and Union Station, with a stop at L'Enfant Plaza? MARC could spare the equipment (two 4-car+diesel set), VRE could run it, Amtrak would have to staff Alexandria over the weekend, and CSX would have to finagle it's train schedules to have a track clear for four days on top of VRE's Friday schedule (no VRE trains on weekend or Veterans Day). I know the obvious reason (money) but there had to been some other factors as well.
"The last and final stop is BALTIMORE PENN STATION." I can has MARC V?
