I think the point is that the landowner's land value, farm operations, etc. would be impacted simply to accommodate a knee-jerk response that won't prevent future tragedies. Sort of like if after 9-11, they shut down the three major NYC area airports and then the government took land from 100 farmers in Pennsylvania to build a giant new airport with bus connections and forcibly ruled that no one can fly any airplane, helicopter, or drone of any type within 100 miles of NYC. Has nothing to do either way with a lack of sympathy/empathy for the tragedy, OR with prevention of future events. A reaction out of fear and concern might say "yes, do that!", but in practical reality it just further disrupts the masses for little or no actual benefit or prevention.
