LIRR Direct Fixation Track in Penn

I put this here because it specifically refers to LIRR tracks in Penn....

I noticed that several of the LIRR's tracks (13-21 range) in Penn St. are outfitted with direct fixation. These are the only ones in Penn that have this (others are all half-block wood tie, a la subway style). What is the reason these are like this and when were they installed?

I believe the West Side Yard uses this method in places - was this done around the same time?
