Sperry vehicle on "oos" track.

This past saturday, driving on I-84 bt Mill Plain Rd, there was a Sperry vehicle on the rails. Behind Stop and Shop, and slowly moving West. Routine, or annual inspection?
I know they used that line a few years ago during Bethel washout.

beacon line is routinely used for sperry testing , what beter than a oos track ??
If Conductors are in charge, why are they promoted to be Engineer???

Sperry has a plant right here in Bethel, CT. Makes sense.
