I'd like to see a web link to a news report or web page with more information on this. I searched on www.mass.gov a moment ago and could find nothing about what you said in your earlier posting. I've also searched using Google and could find nothing.

It could be possible that they are talking about the ROW between Yarmouth and So. Dennis, which I believe has basically been out of service for years, with the notable exception of the trash transfer facility just east of the Yarmouth wye.
