Unclear from this far away whether Illinois doesn't have the capital or whether it's a manufactured problem. So the well of available used equipment may further dry up. In MA the governator seems to be making deals with legislature that isn't happening in Illinois.
Funny, MBTA has plenty of capital that they haven't even spent. It's the operating costs that are killing them, accumulated operating debt, although also the high prices and overruns on capital projects.
I don't think East Coast flats can mix with gallery cars. Tall, tall end doors on the galleries, so the mismatch in size probably makes pass-thru not allowed. This is unlike the Bombardier BLV which was designed to interface with generic flats. No pass-thru to a car with doors level to the 8-inch platform means the cars aren't ADA-compliant out there. Nor would complete all-flats sets be ADA-kosher.
The gallery car aftermarket is pretty well loaded. Lot of them ex-Metra. If they need leasers in a pinch they're not hard to find. But ultimately if they have an acute car shortage they're going to have to buy their way out of it. No sum of scraped-together junk is going to plug the void of a canceled order.
Getting a bit off topic here. But anyway, these "METRA Electrics" are very different than what the MBTA runs. They are bi-level EMU, DC powered from catenery. Newer cars are apparently FRA compliant, older cars are not as they had ~~42 die in a crash with heavyweight EMUs. Not clear why FRA compliance is required since service runs on separate tracks. (possibly freight tracks crossover).
Metra Electric was the old IC electric commuter division,just retired the last of the 1st gen Highliner fleet cars. What ever is rusting away at seaview could run with the loco hauled Gallery cars,but are too far used and put away wet to be useless as a functional coach or a parts supply.
METRA is attempting to buy an order option from VRE for Bi-level coaches.

Nothing's changed. They're all being held in-storage until the HSP-46's have passed certain warranty milestones as S.O.P. for most railroads, and won't be put up for disposition until probably next year. All of them have missed enough inspection cycles that they'd need lots of work to be made operable again...including 1013, the only one that was retired with no mechanical issues.
They've got the RFP out for overhauls of some F40's to get some pricing options before making a decision, but those would draw from the -2C dead line and expand out to some of the active -2C units...but probably not get as far as tapping any of the Screamers because of how negatively those much heavier rebuilds would affect the unit price the FCMB is seeking. They don't have a lot of money to spend on that partial program, so remains to be seen how far they can stretch it.
