Searching that newspaper headline confirms the August 21, 1969 date.

I'm inclined to say it's on the north side of the Midland Division bridge, about where the current-day layover yard is. The photo only appears to show the expressway and the frontage road, whereas the point you suggest would include either a noticeable grade as the frontage road descends from Southampton St, or the frontage road plus an offramp.

It was just after Frontage Road flattens out from coming down the ramp from Southampton before the Mass Ave. Exit. The engines would sit at the south end of the Southampton Yard idling facing Frontage/X-way. One set got bored, I guess and crossed over Frontage Rd. and the X-way on it's own.
