Storm Service through Syosset & Cold Spring Harbor

Does anyone know why Huntington bound trains are skipping Syosset and Cold Spring Harbor stations today? For several hours Divide has been so instructing crews and advising them of bus service at Huntington back to those stations. I can maybe understand with Cold Spring Harbor being on a hill, they might be worried about braking or being able to get going again after a stop, but Syosset appears to be on flat terrain, so what could be the problem?

On of the two tracks third rail is buried and trains keep losing power thru the area
