My guess would be Railroad Construction. That is the contractor NYA tends to use now...

Looks like the work is completed and the new trackage is awaiting its first use.

That red brick building identified as a paper company on the first page of this topic looks to be a pile of rubble now. I noticed it the end of September, beginning of October but haven't gotten a chance to get a photo.
