I believe the village/town of Farnham itself owns it. No idea what department/bureau.

OIBU and Alcoman: Was this the locomotive used as a local power generator after the major Quebec ice storm a number of years back?
If so there is very good reason for this locomotive to be locally preserved...MACTRAXX

No. The locomotive that was used during the ice storm was a CN M420.

Looks like it will be scrapped later this year from extensive vandalism. :(
