What are the best locations for new hire to make the most $

I am currently enrolled in the NARS conductor program and am located in Kansas city Mo. My family is more than happy to relocate but I have found NO information on what locations are best (i.e. less likely to furlough, best opportunity for overtime and high hourly rate for new hire etc...) Also, are the pay scales based on region or state by state? The bureau of Labor site says its by state, but I continually hear its by region! We are looking at Texas, Mississippi, Washington, and staying in Kansas city. Any information is greatly appreciated!!!!
