Which country produces the best railroad workforce today?

With railroads and trains being one of the main source of public transportation in developed and developing countries, it would be interesting to know which nations today produce the most skilled workforce for railroad design, management and maintenance.

My top three picks are as followed:

1. Japan - Busy, clean and punctual. Despite the heavy traffic and tourism recently. Especially in Kyoto.
2. Canada - Perhaps the best train system (Public and commercial) in North America?
3. Denmark - Quite similar to Canada's.
