Work on CNJ at Broad St Elizabeth?

I'm not sure if this is the appropriate forum for this, but am I the only one to notice work going on on the ROW at the CNJ Broad St Station? Looks like they're digging up ties/clearing the ROW....anyone have any insight to this?

Sorry it took over 6 years to reply, This was for the improvement of the former ROW for pedestrian traffic going "upstairs" to the Amtrak/NJT platforms. Also the restaurant that is in the former CNJ Broad St. station. Filled area in with walkways and pea gravel.
