L&N diesel locomotive hand brake

What's the reason on why the L&N had the handbrake removed from its locomotive? A inquiry on Yahoo's group LocoNotes drew some blank expressions.

Are you sure about that? I mean sure you've got air, but in many situations a handbrake is necessary to secure cars or locomotives and I can't imagine a railroad knowingly operating epuipment without such. Also I do not believe the FRA would allow this either.
