Steam is only found in this desperately sad country, with a threatened civil war between the various religious groups, because they have nothing else to run. The situation is so bad that even steam locomotion is a slight improvement on nothing at all, polluting though it is. And at least it runs on the coal they do have within the country, and so doesn't need to be imported.
